Thus, the runoff system would appear to directly increase the popular legitimacy of an elected president, at least when the leading candidate received one-third of the vote or less in the first round. However, a second-round majority vote is unlikely to provide a mandate equivalent to that bestowed on a president who won on the basis of a majority, or even somewhat less than a majority, in the first round.
